I'm sure stress causes cancer too, so if a few drinks a week reduces stress then I would think abstaining from all alcohol may not be the optimum behaviour for avoiding cancer, for a lot of people.
Studies show that drinking a small amount of red wine (due to the high content of anti oxydants) may be beneficial to the heart. However, drinking excessive amounts of alcohol will inevitably cause damage to certain organs such as the liver and may cause cancer. I think that the message that the government (UK) is trying to pass on is that people don't know what what safe amounts of alcohol are. Most people have no idea of how many units they are drinking on a daily/weekly basis.
Having read various recent articles, I have understood that it is not claiming to abstain from alcohol but drinking amounts that are considered to be safe.
