It just gave that right to black people. Women's suffrage didn't create a new right. It just gave the right to vote to women.
You can look at the Animal Rights movement as the same thing. It isn't creating a new right, it's just trying to expand the most basic rights ( life, liberty, and the pursuit of happiness) to another group. I'm pretty sure I've heard animal rights speakers say exactly that. And that it IS the logical next step.
