Putting two murderers in close proximity to each other seems to be a big mistake. This is one case where I can understand drones being used. Are they being used?

Prisons do tend to put murderers in close proximity with each other - that's basically what prisons are all about. There's a reason violent offenders are put with other violent offenders, rather than with nonviolent ones.

What do you imagine a drone can do that helicopters can't, in non-hostile territory?
 
It's possible it's happened, but I've never heard of a person living longer than two months on the run without having help. Most humans don't care that other species have dropped in number, but it's not just criminals that will suffer from this. Not bright as a species. No idea why the two would even try something like this.

When a person tortures and kills his former boss you should probably realize there's problems. He should have had his own cell.
