It appears that they will keep some of the better parts of the Affordable Care Act (prohibit health insurers from denying coverage based on pre-existing conditions, for example) and get rid of the parts that funded it. They currently don't have an answer to how this will be funded.

How are you paying for this plan? How much is it going to cost taxpayers?
We are still discussing details, but we are committed to repealing Obamacare and replacing it with fiscally responsible policies that restore the free market and protect taxpayers.
