The economy has recovered but structurally the economy is not very supportive of families and American culture considers children as a huge cost burden rather than an asset.

Enough cash on the hip to allow the choice between having more kiddies and having more 'stuff' is the best form of population control.

A child, or two, can still be a desirable lifestyle accessory once you've got enough stuff though.
