Many countries have had bad governments throughout a large portion of their history. The United Kingdom/England, the United States, France, China, and Russia come to mind. Do you think this says anything about the citizens of these countries?

There is something to the quote:-"society gets the government it deserves", but also I think the forces at work make a lot of things that happen inevitable, so you could say a country gets the weather it deserves, as well, which doesn't quite work.
Eg, Big corporations avoiding tax is just inevitable, to a large extent, they are just robotic organisations with the prime goal of making money. No one is going to rise to become a CEO who would do anything else.....no one is particularly to blame....
