i think you just get used to things being the way that they are... it's like how there is a new york city in new york state, in my mind. it just is what it is.
Don't a lot of places work more or less like that, just less weirdly (on account of being less old, I imagine)? Sort of like cities with their own police forces and laws compared to the state/province/thing they're in, only rather a bit smaller.
It isn't really a secret, I think it is common knowledge in the UK? I'm not from London but I spent a lot of time there in the past and my finance is from greater London though so I think a lot of things I think are obvious that probably aren't if you haven't lived close by.
