What's the deal with Dutch bootleggers?

Over the years I have noticed that the Dutch are way overrepresented on movie bootleg groups on usenet and bootleg sites. It also appears that if an English-language movie has burned in subtitles, they are likely to be Dutch. This isn't a jab at all the fine Dutch people in the world (I'm half Dutch by blood myself), but why is this the case?

Not that I would stream anything illegally like blacked out NFL games, but if I did, the sites would be in Holland or Sweden, so I hear.

Maybe. I also wonder id Dutch universities have more tolerant policies on what is done, stored, and shared on their computers.
