In this instance yes, Negan is being a bully out of necessity to what he does. He truly doesn't want to kill anybody, it's all about control and maintaining his alpha status. But there's a lot more to him than being big boss man bully. There's layers to the character... You will sell Negan the manipulatively charming, Negan the ethical and principled. As well as Negan the funny. He's just an amazing character. The thing is, he's not too terribly different than Rick when it comes to the bigger picture.
Right now you have a whole lot of people talking out their asses on social media. I'm taking pretty much everything with a grain of salt. They did film that scene twice, but not for the reason many people are saying. They filmed in twice because there's going to be a safe-for-television version, and an uncensored fuckity **** ******* **** version.
If they follow through with it being Glenn what it effectively does is, of course Maggie is going to be angry that Rick didn't do anything to stop it. Not that Rick could have done anything (They are surrounded by dozens of Saviors, heroics would only lead to more people being killed for sure)... FWIW Maggie does forgive Rick and continues to believe in him. But main thing is, it is believed that Maggie has to lose everyone she loves in order to grow into the character she becomes in the comic book. Since I know you don't mind spoilers, imagine a Maggie who is a strong leader, she takes over as the leader of Hilltop because Gregory is a coward and unfit to lead.
There's a lot of story to be told, this finale is the warm up. We will meet some really cool characters in a third group in season 7. It's really something to get excited about
